Canadian Dental Care Plan

The Canadian Dental Care Plan (CDCP) is a federally delivered public plan that will help ease financial barriers to accessing oral health care for up to nine million uninsured Canadian residents with an adjusted family net income of less than $90,000.

A wide range of oral health care services will be covered under the CDCP to prevent and treat oral health disease. Examples of these services include preventive care such as scaling (cleaning), as well as other services such as exams, x-rays, fillings, removable dentures, and root canal treatments.

What Dental Services Are Covered?

The Canadian Dental Care Plan (CDCP) will help cover a wide range of oral health care services that:
keep your teeth and gums healthy and prevent and treat oral issues and diseases.

Removable Prosthodontic Services

Complete dentures, including standard and temporary dentures
Denture repairs, relines and rebases
Placing lining in dentures to condition oral tissues (for comfort and healing)
Complete immediate and overdentures (requires preauthorization)
Initial placement of Partial dentures (requires preauthorization)
Replacement of Partial dentures

Restorative services

Posts and post removal
Repairs to crowns and rebonding of crowns and posts
Crowns (requires preauthorization)
Cores (to support crowns) (requires preauthorization)
Posts for crown (requires preauthorization)

Oral surgery

Removal of teeth and roots
Surgical removal of tumours and cysts
Surgical incisions, including draining
Treatments for jaw bone fractures

Restorative Services

Permanent fillings
Temporary fillings
Pain control for diseased teeth
Other treatments for cavities

Endodontic Services

Root canal treatments
Pulpectomies (first step of a root canal treatment)
Procedures to reduce infection and provide temporary pain relief
Retreatment of previously completed root canal treatment (requires preauthorization)

Periodontal Services

Cleaning under the gumline
Treatment of abscesses
Bonding for mobile teeth (requires preauthorization)
Post-surgical evaluations (requires preauthorization)
Non-surgical gum disease management

A range of dental exams, including complete, routine, specific and emergency exams
X-rays
Cleaning (scaling)
Fluoride applications
Sealants

Minimal sedation (conscious)
Moderate sedation (requires preauthorization)
Deep sedation (requires preauthorization)
General anaesthesia (requires preauthorization)

Some orthodontic services will be added to the CDCP starting in 2025. Orthodontic services will only be covered in cases of medical need based on stringent criteria and will include a maximum spending limit.

Canadian Dental Care Plan - Do I Qualify?

To qualify to the CDCP all the following criteria will need to be met. Check if you qualify for Canadian Dental Care Plan and learn about the most up-to-date criteria.

Eligibility will be reassessed annually:

No access to dental insurance;
An annual adjusted family net income under $90,000;
Be a Canadian resident for tax purposes; and
Have filed their tax return in the previous year.

When Can I Visit An Oral Health Provider?

Once you get a confirmation that you qualify, your information will be shared with Sun Life, who will enroll you in the CDCP upon which time you can check for your enrolment confirmation. Sun Life will manage the Canadian Dental Care Plan (CDCP) for the Government of Canada.

The welcome package you receive from Sun Life will include the date you can start seeing an oral health provider. Appointments can only be scheduled on or after your coverage start date.

Your start date will depend on:

When we receive your application and
When we complete your enrolment
The first group of CDCP clients will be eligible to visit an oral health provider as early as May 2024.

Sun Life will then send you a welcome package, which will include:

Information on the CDCP
Your member card
Your coverage start date

NOTE: The CDCP coverage start date will vary by individual.

What Denture Services Are Covered?

Oral examination
Digital Complete dentures
Denture Repairs & Relines
Other miscellaneous services.

NOTE: Implant procedures ARE NOT covered by the CDCP.

How Much is Covered?

Denture Services are covered from 40-100% of the CDCP Fees depending on your income.

NOTE: We are following the current fee of the Denturist Association of Ontario (DAO) Fee Guide, that is different from the CDCP fee guide that the program is based on.

Do I Have To Pay Out Of My Pocket?

YES, you WILL need to pay the difference between your coverage under the plan (CDCP fee guide) and the current fees of the ODA Fee Guide.

We will submit estimates on your behalf and print out the coverage details so you’ll be aware of YOUR PORTION before starting your treatment.

How To Apply For CDCP?

Applications for the Canadian Dental Care Plan (CDCP) will open in phases. Check the eligibility criteria before applying.
